TSSA Updates

TSSA Fee Increase

The Technical Standards and Safety Authority (TSSA) has announced fee adjustments effective May 1, 2026, following its annual review process and cost recovery model as a not-for-profit safety regulator. A 2.4% inflationary increase will apply to select program areas, including Fuels and Boilers and Pressure Vessels inspections and engineering services, to support continued service delivery while maintaining regulatory oversight and safety standards.

It is important to note that no additional increase will apply to the BPV Certificate of Inspection program on May 1, 2026. A separate adjustment for this program was already implemented earlier this year to address cost recovery requirements.

MCAO encourages members to review these changes and consider any potential impacts on project costing, inspections, and compliance planning.

Access More TSSA Services Online Starting March 2026

Effective March 16, 2026, TSSA expanded the range of services available through its Client Portal, moving more processes online as part of its ongoing modernization efforts.

This update means that key services, including engineering submissions and exam and certification services, will now be completed through the Client Portal. The goal is to provide a more streamlined, centralized experience for users, allowing members to submit applications, track status updates in real time, and access important documents more efficiently.

For members, particularly those involved in Boilers and Pressure Vessels and other regulated work, this shift will impact how applications, certifications, and engineering reviews are managed. The move to online services is expected to improve turnaround times and reduce incomplete submissions by guiding users through required steps and documentation.

New services available through the Client Portal include:

Engineering submissions across regulated industries, including BPV
Certification and exam services, including applications, renewals, reinstatements, and out-of-province certifications
Online exam scheduling, with computer-based testing at designated centres

Members can continue to use the portal to view inspection reports, permits, licences, and certificates, update account information, and manage invoicing preferences.

OCS Releases Contractor Survey

The Ontario Construction Secretariat has released its 2026 Contractor Survey, offering a snapshot of current conditions across Ontario’s ICI construction sector.

The survey shows a sector that remains busy, with many contractors operating at or near capacity. However, outlook remains mixed, with ongoing concerns around project timelines, costs, and labour availability.

Contractors continue to report project delays and cancellations, driven by rising material costs, financing challenges, and broader economic uncertainty. Labour shortages also remain a key issue, impacting scheduling and delivery across projects.

Labour Ops Master Class with RIVET

MCA Ontario is partnering with RIVET to host a virtual Labor Operations Masterclass on May 28 at 1:00 p.m., designed to help contractors better manage one of their most critical and variable assets: labour.

New AED Requirements and WSIB Reimbursement

Starting January 1, 2026, construction projects with 20 or more workers and an expected duration of three months or longer in Ontario will be required to have a Health Canada–licensed Automated External Defibrillator (AED) on site under O. Reg. 157/25 of the Occupational Health and Safety Act. The regulation also sets out requirements for signage, inspections, accessories, and ensuring a worker trained in CPR/AED use is present while work is underway.

To help offset costs, the province has introduced a WSIB reimbursement program through Bill 30, the Working for Workers Seven Act, 2025.

Key details for members:

Reimbursement of up to $2,500 per AED, limited to one AED per qualifying construction project
Separate applications required for each project, with no limit on the number of projects a contractor may apply for
AEDs must be purchased between July 1, 2025 and June 30, 2027
Only Health Canada approved AEDs qualify (verified through the MDALL database)

Applications opened January 1, 2026, and must be submitted through WSIB online services with approved reimbursements expected to be credited within approximately 60 days.

TSSA Updates

TSSA Implements BPV Certificate of Inspection Fee Increases

Effective January 2, 2026 the TSSA implemented changes to Boiler and Pressure Vessel Certificate of Inspection fees. The update affects BPV owners and operators across Ontario and was billed as part of a broader effort to maintain a sustainable and effective regulatory safety program.

The revised fee structure was based on updated BPV inventory data and operational efficiencies, allowing TSSA to move the BPV COI program toward full cost recovery. TSSA noted that prior to the adjustment, the program had been operating at a deficit, which was not sustainable for long-term safety oversight and service delivery.

According to TSSA, the changes reflected the current cost of delivering BPV inspection and certification services while continuing to support public safety outcomes and regulatory effectiveness across the sector. The adjustment aligned the BPV program with similar fee updates introduced in other regulated sectors in recent years.

Members with BPV responsibilities are encouraged to review the updated fee structure and account for the changes in future project and operating budgets.

TSSA Oil Burner Technician Curricula Update

TSSA has updated the Oil Burner Technician 2 and 3 curricula to align with the latest CSA B139 Code, which will be adopted in the coming months.

The updates introduce new content, including introductory modules from the Gas Technician curriculum and expanded material related to portable generators and biofuel. These changes are intended to ensure training better reflects current technologies, fuels, and safety requirements in the field. Updated curricula and summary documents have been released for both OBT 2 and OBT 3 programs.

Below are the revised curriculum and a summary of changes:

TSSA will begin administering new exams aligned with the updated curricula on June 1, 2026. In advance of this change, accredited training providers offering OBT 2 and OBT 3 programs are required to revise their training materials to ensure students are fully prepared for the updated exams.

Labour Mobility Changes Effective January 1, 2026

As of January 1, 2026, new labour mobility rules are now in effect in Ontario, making it easier for certified workers from other provinces and territories to begin working in the province. These changes are part of a broader provincial effort to reduce interprovincial barriers, strengthen the Canadian workforce, and improve economic competitiveness.

Under the new “As of Right” framework, workers certified elsewhere in Canada, including mechanical contractors, engineers, electricians, architects, and other regulated professionals, can begin working in Ontario within 10 business days once their credentials are confirmed by the appropriate regulator. Previously, this process could take several months.

For MCAO members, these changes mean faster access to skilled labour, reduced hiring delays, and greater flexibility when staffing projects, particularly during periods of high demand or labour shortages. The rules apply across more than 50 regulatory authorities and approximately 300 certifications, helping contractors fill critical roles while maintaining Ontario’s safety and qualification standards.

These labour mobility reforms are part of Ontario’s broader push to unlock free trade within Canada. The province has signed economic cooperation agreements with other provinces and territories and is advancing mutual recognition of goods and services, a move expected to reduce regulatory duplication and improve market access for businesses operating across provincial borders.

MCA Ontario, in partnership with the TSSA, will be hosting a webinar on Thursday, February 12, 2026, focused on Boilers and Pressure Vessels (BPV) regulatory requirements. The session will take place at 12:00 p.m. and will be delivered live via Zoom.

The webinar will feature Tony Gabriele, BPV Regional Supervisor, who will review regulatory requirements related to the newly introduced Alternate Piping Initiative and what it means for piping contractors. Kavian Kia, BPV Regional Supervisor, will also provide an overview of TSSA’s regulated industries, Ontario’s legislative framework, and inspection responsibilities, including the BPV lifecycle, common compliance questions, design reviews, and the importance of obtaining a Canadian Registration Number (CRN).

Working for Workers Seven Act - Bill 30 receives royal ascent

Ontario’s Working for Workers Seven Act has now received Royal Assent, making it law. The legislation continues the province’s multi-year focus on worker protection, enforcement, and compliance, with several measures that will affect construction employers.

Key areas of impact for MCA Ontario members include:

Enhanced enforcement and compliance tools, with greater authority for inspectors and regulators
Increased focus on worker classification, aimed at addressing misclassification and non-compliance
Expanded employer obligations, including potential new administrative and reporting requirements
Heightened accountability measures, with implications for workplace practices and project oversight

As with previous Working for Workers legislation, some provisions are in effect immediately, while others will come into force through regulation at a later date.

MCA Ontario is reviewing the Act in detail and will continue to engage with government and enforcement partners to advocate for members and provide practical guidance as implementation details are clarified.

Funding Opportunity Now Open: AMIC Stream

MCA Ontario members planning investments in equipment, automation, or workforce training may wish to take advantage of a current provincial funding opportunity. The Advanced Manufacturing and Innovation Competitiveness (AMIC) Stream, part of Ontario’s Regional Development Program, is now open and accepting applications until February 3, 2026.

The AMIC Stream supports Ontario-based manufacturing firms, particularly small and medium-sized enterprises, that are investing in capital equipment, technology adoption, and skills development. To be eligible, businesses must have been operating for at least three years, employ a minimum of 10 full-time equivalent staff, and commit to a project investment of at least $500,000, including job creation or upskilling for at least five positions.

What members can do now:

Review upcoming capital, technology, or training investments
Confirm whether planned projects meet the program’s investment and employment requirements
Ensure projects clearly demonstrate Ontario economic impact, including job creation, innovation, and supply chain benefits
Connect with provincial advisors to confirm eligibility and strengthen applications

Ontario to Remove Barriers for Interprovincial Workers

The Ontario government has announced new measures aimed at improving labour mobility across Canada by removing interprovincial barriers for in-demand professions such as engineers, architects, mechanical contractors, and others. These changes are designed to help workers move more freely between provinces, address skilled labour shortages, and strengthen the national economy.

Beginning January 1, 2026, certified professionals from other provinces and territories will be able to begin working in Ontario within 10 days of their credentials being verified by the relevant regulatory authority. This marks a significant improvement from the current process, which can take several months. The new “As of Right” rules will apply to over 50 regulatory authorities and 300 certifications, enabling faster hiring and supporting employers in filling critical roles.

Ontario has already signed 10 labour mobility agreements with provinces and territories across Canada, promoting the free movement of workers and goods nationwide. The province is also collaborating with its partners to harmonize occupational health and safety training standards, ensuring workers can transition between jurisdictions while maintaining Ontario’s high standards for safety and qualifications.

WSIB Lowers Premium Rates for Ontario Employers

The Workplace Safety and Insurance Board (WSIB) has announced a further reduction in the average premium rate to $1.23 per $100 of insurable payroll for 2026, down from $1.25 in 2025. This marks the lowest rate in over 50 years and is expected to save employers about $60 million province-wide next year.

According to WSIB, this decrease builds on a decade of stability and relief, with a total of more than $21 billion returned to businesses through premium cuts and rebates. They are encouraging employers to reinvest these savings into workplace health and safety programs, training, and prevention initiatives that can further reduce claims and costs.

Individual rates will continue to vary by industry classification and claims history, and updated rate statements will be available this November. WSIB is also continuing to expand its online Business Portal to offering easier access to claims management tools and safety resources.

MCA Ontario continues to work alongside WSIB and industry partners to represent contractor interests, promote safety best practices, and advocate for fair and sustainable rate structures.

Canada Establishes Major Projects Office to Fast-Track Infrastructure

The federal government has launched a new Major Projects Office (MPO) to speed up approvals and delivery for large-scale, nation-building infrastructure projects across Canada. The office will act as a single point of contact to simplify coordination between federal, provincial, and Indigenous partners, cutting red tape and ensuring faster project timelines.

Under a new “one project, one review” approach, the MPO will cap approval times at two years, replacing multiple overlapping assessments with a single streamlined process. The initiative is part of the Building Canada Act, which also promotes interprovincial trade and labour mobility.

Early projects already designated for fast-track review include the Darlington Small Modular Reactor, LNG Canada expansion, Montreal Port expansion, and major mining developments in Saskatchewan and British Columbia.

The MPO is expected to improve efficiency, attract investment, and strengthen Canada’s infrastructure system while maintaining strong environmental and safety standards.

New Helmet Safety Ratings Offer Clearer Guidance for Contractors

A new study from Virginia Tech’s Helmet Lab, supported by the John R. Gentille Foundation (JRGF) and ELECTRI International, has introduced the first objective rating system for construction helmets. Using real-world impact testing, the research ranked 16 commonly used helmets based on their ability to reduce concussion and skull fracture risks.

The results show that Type II helmets, which include chin straps and internal energy-absorbing liners, significantly outperform traditional Type I hard hats. The study found up to a 48% reduction in concussion risk and 77% reduction in skull fracture risk when higher-rated helmets were used.

Helmets were scored using the STAR (Summation of Tests for the Analysis of Risk) method, a standard already applied to football and cycling helmets. A lower STAR score indicates better protection, with four- and five-star models strongly recommended for workers exposed to fall or impact hazards.

Falls remain one of the leading causes of workplace injuries and fatalities in construction, making this data particularly relevant for Ontario contractors. Upgrading to Type II helmets can provide measurable improvements in safety performance, reduce risk exposure, and demonstrate leadership in proactive safety practices.

MCAC Releases Build Canada Now Report

The Mechanical Contractors Association of Canada (MCAC) has released its much-anticipated Build Canada Now report, a comprehensive analysis of the mechanical contracting sector’s economic impact across the country.

This landmark report highlights the essential role mechanical contractors play in driving Canada’s economy, supporting skilled jobs, and enabling infrastructure growth. The findings quantify the industry’s contributions to GDP, employment, and community development, while underscoring the importance of continued investment in skilled trades and mechanical systems innovation.

Alongside the full report, MCAC has published a series of infographics and social media shareables designed to help members communicate the industry’s value to clients, policymakers, and future workers.

Free Mental Health Awareness Tool

The Canadian Centre for Occupational Health and Safety (CCOHS) has released new Mental Health Awareness Tools for Employers, designed to help organizations foster safer, more supportive workplaces. These interactive resources provide practical guidance on recognizing, addressing, and promoting mental well-being across all levels of an organization.

The tools help employers and supervisors identify early signs of distress, understand their responsibilities, and create a workplace culture that encourages open dialogue around mental health. They include checklists, self-assessment questions, and action plans tailored to help employers assess their current supports and implement effective strategies.

Beyond compliance, the CCOHS emphasizes that supporting employee mental health improves engagement, productivity, and retention. Integrating mental health considerations into safety programs also aligns with broader wellness goals and strengthens organizational resilience.

Suicide remains a serious concern in the construction industry. According to the Public Health Agency of Canada, construction workers face some of the highest suicide rates of any occupation. Men in construction are three times more likely to die by suicide than the national average. Long hours, job stress, and a culture that discourages seeking help all contribute to this crisis. Together, we can change that.

TSSA Updates

New Boiler Pressure Vessel Guidelines

TSSA has recently published two new guidelines for Boilers and Pressure Vessels (BPV).

Firstly, they have published a new Code Adoption Document (CAD) Amendment and the associated Consultation Summary after reviewing feedback from the consultation that closed on April 24, 2025. This new CAD was effective starting August 1, 2025. Please read the latest BPV CAD Amendment HERE!

Secondly, TSSA has posted updated guidelines for the Registration of Pressure Piping that addresses P-standard registrations. The P-Standard is a type of registration applicable to standard piping designs to be installed in multiple locations. Please find the new guidelines with clarifications on what can be registered HERE!

Proposed TSSA Fee Increases for BPV Certificates of Inspection

The Technical Standards and Safety Authority (TSSA) is proposing significant increases to the fees for Boiler and Pressure Vessel (BPV) Certificates of Inspection (COI), and they are currently seeking industry feedback.

The proposed changes would more than double the current fees , with the new rates scheduled to take effect January 2, 2026 . For example, the annual renewal fee would rise to $90 , and fees for first installations and alterations would be set at $225 .

TSSA notes that these increases are intended to address a funding shortfall in the BPV COI program, which remains the only program area not yet operating at cost recovery. As a not-for-profit regulator, TSSA is mandated to recover all program costs under the Technical Standards and Safety Act, 2000. The proposed increases follow recommendations from Ontario’s Auditor General and are based on updated BPV inventory data.

The IHSA, in partnership with key stakeholders, has created two extremely useful health and safety documents to aid in the development and mentorship of new workers.

First, the Health and Safety Mentorship Program Guidance is a publication that includes templates for a health and safety mentorship program. These templates are designed to help workplaces focus on reducing incidents, implementing comprehensive and adaptable frameworks, and creating structured evaluation tools for both mentors and mentees.

Seventh Working for Workers Bill Introduced

The Ontario government has introduced the Working for Workers Seven Act, 2025, with key changes aimed at improving safety and workforce supports in the construction industry.

Key Highlights for our members:

AEDs on Construction Sites : Construction projects with 20+ workers and expected to last 3+ months will be required to have automated external defibrillators (AEDs). The WSIB will be reimbursing contractors for the purchase of an AED.
Health & Safety Accreditation in Procurement : Public infrastructure project owners may be required to treat Chief Prevention Officer-accredited Health and Safety Management Systems as equivalent in procurement processes.
Administrative Penalties for Safety Violations : A new system of fines will help enforce safety standards and HSMS requirements on construction sites.
Faster Construction of Training Centres : The construction of training centres supported by the Skills Development Fund (SDF) Capital Stream will be sped up by exempting projects from certain planning permits and approval requirements that can slow down construction.
Apprenticeship Hiring on Public Projects : The province will consult on requiring public infrastructure projects to prioritize apprentice hiring in public infrastructure projects.

Ontario Unlocks Free Trade with Alberta and Prince Edward Island

Ontario has signed new trade agreements aimed at boosting interprovincial collaboration and reducing barriers for goods, services, and workers. This development opens the door to new opportunities for mechanical contractors across Western Canada.

Key highlights of the agreements include streamlined labour mobility for skilled trades and mutual recognition of credentials, meaning that contractors certified in Ontario may now face fewer regulatory hurdles when pursuing work in other provinces and vice versa.

These agreements are part of a broader strategy to accelerate major infrastructure and energy projects. With fewer barriers to entry, Ontario firms can more easily bid on and participate in projects across provincial borders.

Welding Test Fund (WTF) Program Updates Now in Effect

Following the recent round of negotiations, several updates have been made to the Welding Test Fund (WTF) Program to better reflect the needs of the Zones and the rising costs associated with testing.

These changes came into effect on May 1, 2025 , and include revisions to Article 21 and an updated WTF Employer Invoice form .

Skilled Trades Ontario Streamlining Apprenticeship Service

As of April 2, 2025, Skilled Trades Ontario (STO) is now the primary point of contact for apprenticeship registrations, completions, and certification exams, simplifying the process for both apprentices and sponsors.

This change is part of a broader effort to reduce bureaucracy and improve the apprenticeship system for everyone involved. STO will now:

• Register training agreements directly and authorize sponsors

• Issue Certificates of Apprenticeship

• Manage all aspects of certification exams, including scheduling and administration

STO has been establishing exam locations across Ontario to ensure continued access to offsite testing. Furthermore, a new online booking system will make it easier for apprentices to schedule exams at their convenience.

Upcoming Changes to Payments of Holdbacks

The Ontario government has amended the Construction Act to mandate the annual release of holdback funds, aiming to improve cash flow and reduce administrative burdens in the construction industry.

Key Changes:

Annual Release Requirement : Owners are now obligated to release accrued holdback amounts annually, irrespective of the contract's size. This replaces the previous optional system and applies to all construction projects in Ontario.
Notice and Payment Timeline : Owners must publish a notice of annual release of holdback within 14 days following each contract anniversary. Subsequently, the holdback must be released within 14 days after the lien period expires, provided no liens have been preserved or perfected.
Elimination of Holdback Set-Offs: The repeal of Section 27.1 removes the provision that allowed owners to withhold holdback funds through set-off claims, facilitating smoother payment processes.
Transition Period: For contracts entered into before the amendments take effect, the first mandatory holdback release is scheduled on the second anniversary of the contract date following the enactment of the amendments.

These changes will take effect on a date to be proclaimed by the Lieutenant Governor and represent a significant shift in Ontario's construction law. They are part of the government's efforts to ensure timely payments and reduce financial strain on contractors and subcontractors.

MCA Ontario’s executive team had the pleasure of witnessing this incredible event firsthand to cheer on McMaster University as they earned their well-deserved victory.

The students from McMaster are supported by the Mechanical Contractors Association of Hamilton Niagara. Thanks to the guidance of Professor Stephen Veldhuis and contractor advisor Kyle Getty, they have consistently performed well, including four consecutive top four placements.

Second Round of WSIB Surplus Distribution Totals $2 Billion

The Workplace Safety and Insurance Board (WSIB) has announced a second surplus distribution, returning an additional $2 billion to safe, Schedule 1 businesses later this spring. This follows the successful completion of the first 2024 distribution in March, which initially returned $2 billion to approximately 280,000 businesses.

In addition to financial relief, WSIB is also now offering free access to the Canadian Centre for Occupational Health and Safety’s (CCOHS) business safety portal for all WSIB-registered businesses, a value of up to $1,700 annually. The resources include customizable templates, how-to guides, and other practical tools to support workplace health and safety. Simply log in at wsib.ca to access these materials.

Updated Quality Control Manual Has Been Released

MCAO has recently completed a comprehensive review and revision of our Quality Control Manual in collaboration with TSSA to ensure it aligns with current standards.

If your organization has recently undergone an audit and/or manual update with the TSSA, it is likely that no further action is required, as your documentation should already be compliant. However, if your Quality Control Manual has not been updated recently, we recommend using the newly revised version as a foundation for bringing your manual into compliance.

NTCCC Updated CCA guidelines

MCAC, in conjunction with the National Trade Contractors Coalition of Canada (NTCCC), have recently shared the newly updated Guide to CCA-1-2021 Stipulated Price Subcontract.

An update to the 2008 version, this guide is a valuable tool for improving contract clarity and managing project risk. It is designed to help contractors better understand the key terms and conditions in the industry-standard subcontract form, offering clear explanations of important provisions and highlighting changes made following the most recent update to the CCDC-2 contract.

Mental Health Working Minds Course

Following the success of our recent mental health presentation, MCAO is proud to partner with the Mental Health Commission of Canada to offer Working Minds , a specialized mental health training program for construction industry managers.

The Working Minds course will be held on March 20, 2025, and is a one-day online course designed to help managers recognize mental health challenges, break down stigma, and foster open communication in the workplace. Participants will learn to:

Identify signs of good, declining, and poor mental health
Understand mental health as a continuum
Reduce stigma and barriers to care
Engage in supportive conversations
Apply stress management and self-care strategies
Strengthen team mental health using practical tools and resources

Participation is limited to 15 spots per session on a first-come, first-served basis, with an initial limit of one participant per member company. If demand is high, additional sessions will be offered.

Negotiations have begun!

Negotiations for the next collective agreement have begun at the local level and are expected to progress to provincial level items beginning in March.

Reflecting on our discussions thus far, we are optimistic that our efforts will result in a strong agreement that benefits our industry.

New IHSA Mentorship Guidelines

The Infrastructure Health & Safety Association (IHSA) has developed new guidelines to support health and safety mentorship in the construction industry. This resource provides guidance and templates to help workplaces implement a structured mentorship program that enhances safety awareness and reduces workplace incidents, particularly for new or inexperienced workers.

The guidelines offer a comprehensive and adaptable framework to assess and improve existing mentorship efforts, ensuring a tailored approach that meets the unique needs of each workplace. Additionally, structured evaluation tools for both mentors and mentees help track progress and identify areas for improvement.

FedDev Grant for Southern Ontario - Receive up to $10M in Government Funding

Southern Ontario businesses seeking to scale operations, adopt innovative technologies, and enhance productivity can now access significant financial support through the Federal Economic Development Agency for Southern Ontario (FedDev Ontario). Eligible companies may receive up to $10 million in interest-free, repayable contributions, covering up to 50% of eligible project costs.

Key Details:

Funding: Covers up to 50% of eligible project costs.
Eligibility: Incorporated Businesses with a minimum of five employees and three years of operation history.
Activities Covered: Projects focused on adopting or adapting innovative technologies, improving productivity, expanding management capacity, scaling operations, and commercializing new products or services.

Bank of Canada Committed to 2% Inflation Target Despite Tariffs

In a recent address, Bank of Canada Governor Tiff Macklem reaffirmed the central bank’s commitment to its 2% inflation target, even as proposed U.S. tariffs pose new economic challenges. He warned that these tariffs could lead to significant structural changes in Canada’s economy, including reduced investment and productivity. Macklem emphasized that monetary policy will remain focused on price stability. He also announced the launch of the Bank’s monetary policy framework renewal process to ensure it remains effective in guiding the economy through evolving conditions.

Working for workers Five effective January 1

The Working for Workers Five Act received royal assent and will be taking effect on January 1, 2025. The bill introduced significant changes to improve worker protections, promote skilled trades, and support women in the workforce.

Key initiatives include:

Skilled Trades : Launching a new apprenticeship program for high school students and creating an online job-matching portal.

Women’s Support : Requiring menstrual products to be available on larger worksites, cracking down of virtual harassment, and requiring all workplaces to have clean and sanitary washrooms with records of cleaning.

Worker Protections : Enhanced safety standards, expanded firefighter health coverage, and penalties for workplace violations. Sick notes will also no longer be required for job-protected leave.

Fair Employment : Transparent job postings including requirements to respond to interviewees within a specified period.

WSIB Update

On November 21, Premier Doug Ford announced new initiatives by the Ontario government and Workplace Safety and Insurance Board (WSIB). These include lowering premium rates and issuing a surplus to eligible businesses.

Details of the announcement included:

$2 Billion Surplus for Safe Employers: In February 2025, eligible employers with strong safety records and minimal violations since 2020 will receive a one-time WSIB rebate. For example, an eligible small construction business with 50 employees could receive up to $46,000 to reinvest into their business.

Lower Premium Rates: Starting in 2025, the WSIB will reduce the average premium rate from $1.30 to $1.25 per $100 of insurable payroll, the lowest rate in 50 years. The G6 (non-residential building construction) premium class rate will be $1.57.

Access to 2025 Rate: Businesses can now view their 2025 premium rate details via their WSIB online account by logging in with their registered credentials on the WSIB website. To log in click HERE!

TSSA Director's Order: Propane Storage Tanks

TSSA has posted a Director's Order on propane storage tanks designed for 200 pounds per square inch gauge (PSIG).

Pursuant to section 14(2) of the Technical Standards and Safety Act, 2000, the Director orders any tank that has a maximum allowable working pressure (MAWP) of less than 250 psig to be taken out of service. This requirement is effective as of October 1, 2025.

While all new installations require 250 psig tanks, there are existing propane storage tanks designed for 200 psig installed and in service. With the aging of these tanks, it is unsafe to allow their continued operation. Given the limited number of propane storage tanks designed for 200 psig installed in the field, most provinces have agreed that 200 psig propane storage tanks should be taken out of circulation as they are not in accordance with the code.

Ontario’s New CEO for Skilled Trades Ontario

The Ontario government has announced the appointment of Candice White as the new CEO of Skilled Trades Ontario (STO), effective November 25, 2024. Ms. White will lead STO in its mission to grow Ontario’s skilled trades workforce, modernize services, and promote the trades as a rewarding career path for over 1.3 million skilled tradespeople and apprentices.

Outgoing CEO Melissa Young, who assumed the role during STO's founding in 2022, leaves a legacy of significant accomplishments, including streamlining services, modernizing training standards, and launching key support initiatives for apprentices and journeypersons. Ms. While aims to build on this legacy, bringing over a decade of executive experience, including her tenure as Chief Administrative Officer for several municipalities and her service on the boards of provincial agencies.

Skilled Trades Ontario continues to strengthen the province’s workforce, supporting 144 in-demand careers and building a brighter future for the trades in Ontario.

Are You Participating in the MCAO Welding Procedures Program?

The MCA Ontario Standard Provincial Welding Procedures Program is available to all UA-affiliated firms. The program eliminates the need for individual firms to develop and approve their own in-house welding procedures and ensures welders do not need to be retested each time they start with a new employer.

In order to participate, your firm must sign and return the “Participant Declaration Form” to MCA Ontario via email mcao@mcao.org . The form is available on our website HERE!

Once confirmation is provided, MCA Ontario will send the firm all applicable welding procedures. Once certified under a provincial procedure, welders can work for any participating UA-affiliated firm across the province without re-testing under the same procedure for one year.

Working for Workers Act 6

The Ontario government is set to introduce the Working for Workers Six Act, 2024, aiming to protect workers’ health and wellbeing, promote skilled trades, and keep costs down for workers and businesses.

Building on previous Working for Workers legislation, the proposed measures include:

Fee Eliminations for Apprentices : Removal of $150 fee for apprentices taking their first Certificate of Qualification.

Women in the Trades PPE : Requirements for properly fitting personal protective equipment for women and all people with diverse body shapes.

Workplace Safety : Mandatory minimum fines of $500,000 for corporations convicted of repeated Occupational Health and Safety Act violations and expanded roadside safety laws requiring drivers to slow down and move over for roadworkers.

Family and Worker Support : New parental leave for adoptive and surrogate parents, a 27-week long-term illness leave for people unable to work due to a serious medical condition such as cancer, multiple sclerosis, or Crohn’s.

Recognizing Skilled Trades : Launching Skilled Trades Week in November to honor the contributions of experienced tradespeople.

If passed, the act promises to strengthen Ontario’s workforce and enhance worker protections, building a brighter future for workers and their families.

Episode 1 - Moving to a Coaching Approach

Don’t roll your eyes, but the days of telling employees what to do on job sites, in the office, and in 1:1 conversations are long behind us. Technology is changing every industry (just read about how AI is transforming things), and so why should our approach to humans stay stagnant? Answer; it shouldn’t!

With a generational picture that is more complex than ever in the workforce in Canada it’s important that you take a moment to think about your style as a leader and how it could be impacting your managers and employees. There are Baby Boomers, Gen X, Millennials and Gen Z all in the workforce at the moment. Are you speaking a language that resonates with all 4 of these groups?

It’s not too hard to change a couple of key things to move from “managing” to coaching people. First, I highly recommend finding a webinar or a podcast, or a book that is different to your current style that might stretch you to think about things a little differently. One such book could be Hidden Potential by Adam Grant or First Break All the Rules by Marcus Buckingham.

Secondly, I’d encouraging you to watch for when you are giving the answer to someone on your team. How could you turn what you KNOW and could tell them into a question. “I think you know the answer, tell me what your instinct is?” or “If I wasn’t here to answer this question, what would you do?”, or “Let’s talk this through together, but you start by telling me what you think you should do.”

A simple switch in mindset can have a big impact on changing your approach to leading.

IHSA Impact video

The Infrastructure Health and Safety Association is launching a series of five impactful videos to highlight the personal toll of workplace accidents on families. In partnership with Threads of Life, a charity supporting families affected by workplace tragedies, the videos feature real stories from individuals who have lost loved ones due to workplace incidents. Each video focuses on a specific accident, such as a fatal fall or exposure to hazardous materials, and explores the emotional aftermath faced by those left behind.

The videos are part of IHSA’s “See Something, Say Something” campaign, which encourages workers to take an active role in preventing unsafe practices on job sites. By sharing these powerful stories, IHSA aims to raise awareness and promote a stronger culture of safety in the workplace.

IHSA Slip, Trip and Fall Resources

Slips, trips, and falls are among the most common workplace accidents, leading to serious injuries and costly downtime. To address this, the IHSA and safety experts are urging organizations to take proactive steps in preventing these incidents.

Some of the most effective strategies include ensuring proper lighting, maintaining clean and clutter-free walkways, and using anti-slip flooring where needed. Training employees to identify and report hazards, along with routine inspections, can also make a significant difference in reducing the risk of falls.

New TSSA Fees

Starting November 4, 2024, the Technical Standards and Safety Authority (TSSA) will introduce two new fees to improve safety compliance and reduce operational inefficiencies. The new Late Payment Fee will apply to overdue renewals of licences and other authorizations, encouraging timely payments and reducing regulatory costs. Individuals will face a $50 fee, and organizations will pay $75 for expired renewals.

TSSA is also introducing an Inspection Appointment Cancellation Fee for cancellations made with less than two business days' notice or if inspections can’t be completed due to customer unpreparedness. Customers will be charged the equivalent of a one-hour labour rate for late cancellations and the full inspection fee for incomplete inspections.

Ontario Introduces Bill 190 - Working for Workers Five Act

The Ontario government has introduced Bill 190, the Working for Workers Five Act, 2024, aimed at updating the provinces Occupational Health and Safety Act. This bill, designed to bolster worker protection and make skilled trades more accessible to women, proposes several key amendments, such as:

Mandating that washroom facilities provided to workers be kept clean and sanitary, with specific workplace parties required to maintain and make records of washroom cleaning available.
Requiring the provision of menstrual products on larger construction sites to enhance workplace support for women.
Expanding the definition of harassment to cover virtual harassment, reflecting the realities of modern workplaces.
Allowing electronic copies of the Act and policies to fulfill posting requirements.
Permitting virtual meetings for joint health and safety committees.

These measures are meant to adapt the industry to the evolving nature of work environments and are involve some of the first initiatives of their kind in Canada.

New Heat Stress Toolkit

With summers getting hotter and hotter, the need for heat stress regulations have never been more important. While hot weather is enjoyable while on vacation, it can pose serious health risks on the job. Excessive sweating from heavy labor or working in hot, humid conditions can lead to dehydration and heat-related illnesses such as heat rash, heat cramps, heat exhaustion, and heat stroke.

To address this, the Occupational Health Clinics for Ontario Workers Inc. (OHCOW), in collaboration with the Centre for Research in Occupational Safety & Health (CROSH), has launched a new Heat Stress Toolkit. This toolkit, developed with support from Occupational Health and Safety Prevention System partners and local labor unions, aims to support, empower, and protect workers, providing essential guidance for workplaces.

Ontario appoints skilled trades advisor

The Ontario government has appointed Dave Cassidy, former President of Unifor Local 444, as a Skilled Trades Special Advisor (STSA) to the Minister of Labour, Immigration, Training, and Skills Development. In his new position Cassidy will assess the workforce needs in Ontario’s skilled trades, with a focus on the rapidly growing manufacturing and automotive industries, including electric vehicles (EVs).

The province is expected to require over 500,000 additional skilled workers over the next decade and in his new role Cassidy will attempt to ensure that Ontario is well positioned to respond to the expansion. His extensive background in the automotive and manufacturing industries equips Cassidy with the experience needed to identify issues and improvements within the skilled trades and apprenticeship system. This appointment is part of Ontario’s ongoing efforts to attract, train, and protect workers, with over $1.5 billion invested in skilled trades since 2020.

MCAC/CEC Mechanical Contracting Project Management Training

The Mechanical Contracting Project Management Program is a 10-day course offered in partnership with the University of Waterloo. This comprehensive program includes separate sessions on project estimating, communications, scheduling, claims, and more. Nine instructors, each with relevant experience in the construction industry, guide participants through discussions, workshops, case studies, and simulations. The course is approved by the Canadian Construction Association and provides 15 Gold Seal credits and 70 Professional Development Units (PMP Certification).

MCAC's Richard McKeagan Scholarship Series is Returning for its 18th year!

This year marks the 18th anniversary of the Richard McKeagan scholarship program and MCAC’s dedicated support. In 2024, MCAC is proudly offering over $20,000 in scholarships, demonstrating their commitment to supporting apprentices, post-secondary graduates, and current undergraduates in their educational journeys within the mechanical contracting field. The scholarships address various essential needs, including support for tools, women's workwear, and assistance with education and trade-related expenses. Applications for the Richard McKeagan Scholarship Series opened on June 3rd and will close on September 1st.

New IHSA Mental Health Program - The Working Mind

The Infrastructure Health and Safety Association (IHSA) has introduced a new mental health program tailored for the trades aiming to address stigma and stress while building worker resilience. The program, developed in partnership with the Mental Health Commission of Canada, represents a significant advancement in mental health treatment for trades workers. Pilot sessions of The Working Mind (TWM) for the Trades held in May were well received, with many of the 15 courses, running from June to December, already fully subscribed.

The Zoom based TWM courses are specifically designed for trade workers and supervisors in sectors such as construction, electrical, transportation, and utilities. The program includes tailored sessions for workers (five hours), supervisors (eight hours), and facilitators (a full five-day schedule). Modules cover Mental Health and Stigma, Mental Health in the Workplace, and Stress & Resilience, with an additional course for supervisors on Supporting Your Team. The initial sessions will be free and delivered online with plans for future site visits. The program features experiential learning with storytelling components where real-life workers from Ontario's trades share their struggles and recovery journeys, aiming to resonate deeply with participants and reduce the stigma associated with seeking help.

Bill 149, Working for Workers Four Act

On March 21, 2024, the "Working for Workers Four Act, 2023" received royal assent in Ontario.The bill amends various workplace laws, such as the Employment Standards Act, 2000, and the Workplace Safety and Insurance Act, 1997. Provisions of the act key to the construction industry include:

Enabling additional "super indexing" increases to Workplace Safety and Insurance Boardbenefits.
Requiring employers to disclose salary ranges in job postings and inform if AI is used inthe hiring process.
Banning the requirement of Canadian experience in job postings.
Enhancing oversight of how regulated professions assess international qualifications.
Lowering the employment period for firefighters diagnosed with esophageal cancer toreceive compensation.

The month of May is Mental Health Awareness Month in Canada. Since its inception, Mental Health Awareness Month has been a cornerstone of addressing challenges faced by millions of Canadians living with mental health conditions. Throughout the month the country actively participates in movements dedicated to eradicating stigma, extending support, fostering public education and advocating for policies that prioritize the well-being of individuals and families affected by mental health.

Artificial Intelligence Part 1- The Basics

Artificial Intelligence (AI) is rapidly integrating into various aspects of daily life, from spell-checking documents to optimizing business processes for enhanced productivity. In one of its more basic forms, ChatGPT can be a useful tool offering time saving solutions for a variety oftasks. Try some of these prompts to test it out and see just how useful it can be in your day-to-day life.

Craft a paragraph marketing the following initiatives:
Draft a job posting for a position requiring the following requirements:
Compose a letter of termination outlining these parameters as grounds:
Amalgamate this information in the form of an invoice for a client:
Please give me suggestions on how to resolve this employee conflict:
You can even simply ask Chat GTP for a list of helpful prompts.

However, while software like ChatGPT provides a handy framework, human proofreading iscrucial for accuracy, especially for sensitive matters such as terminations or conflicts. It is advisable to avoid inputting sensitive company or personal details, as anything entered becomes part of the public domain.

MLITDS Struck by Campaign

The Ministry of Labour, Immigration, Training and Skills Development will be continuing its Struck-by campaign through 2024 to March 31, 2025. The campaign will focus on Single/Multi-family residential, Industrial, Commercial, Road/sewer/water, and will include a variety oftactics, including field blitz inspections. Inspectors will be checking:

Operation, maintenance of equipment
Storage or handling of material
Inspection of rigging equipment
Worker training for material handling activities
Signal person in place when required

While inspecting workplaces, inspectors will be checking that employers are complying with the Occupational Health and Safety Act and engaging with workplaces to promote compliance.

IHSA Fall Awareness Week

IHSA is gearing up for their 7th annual Falls Awareness Week in Ontario set to run from May 6th to May 10th, 2024. This initiative aims to foster open discussions to transform workplace attitudes towards fall prevention, one the major causes of fatalities and serious injuries in the construction industry. They urge participation by collectively promoting workplace safety insocial media using #IHSA news and #StandDown4Safety to share experiences and tips.

Free Women's Mentorship Program

The Canadian Apprenticeship Forum (CAF) has introduced the National Mentor DevelopmentProgram for Women in the Skilled Trades, aiming to enhance mentorship skills for women andgender diverse individuals in trades. The four-month online program, conducted by experts and tradeswomen coaches, is offered free of charge across Canada.

The program was developed in collaboration with CAF partners, the Office to Advance WomenApprentices, and Excellence in Manufacturing Consortium. It addresses the need identified by tradeswomen for mentorship, as highlighted in consultations held during CAF's conferences which underscored the importance of establishing mentoring programs for women in trades.

TSSA Fee Changes

Effective May 1st, 2024, the TSSA is implementing a 5% increase to all fees. When averaging feeincreases over the past three years this puts their fee increases at 2.94%, markedly lower than the 4.57% average rate of inflation over the same period.

The TSSA reviews their fees annually to ensure that they are adequately resourced and cancontinue to maintain its safety mandate and regulatory responsibilities.

Ontario Repeals Bill 124

The Ontario Government has decided to repeal Bill 124, which had imposed a 1% annual cap on wages for public sector workers. The bill was introduced in 2019 and faced criticism from unionsand workers who argued that it hindered their ability to negotiate fair wages, particularly in lightof rising living costs. The repeal of Bill 124 is expected to result in increased bargaining power for public sector unions and could lead to higher wage increases for workers.

Congratulations to the students of McMaster University

Congratulations to the Student of the McMaster who placed in the top four at the MCAA student chapter competition. The students from McMaster needed to win several preliminary contests in order to be invited to the finals held in Orlando where they competed against 24 other winners from across North America.

The final competition involved submittinga proposal as the prime mechanical contractor for the Kansas City Zoo Aquarium including all piping, HVAC,controls and additional work requiredfrom the bid document.

2024 WSIB Premium Rates

The WSIB has announced that average premium rates for Ontario businesses will remain steady for 2024. While most sectors have had slight fluctuations, G6 Non-Residential Building Construction was one of few sectors to retain their same average premium rate from2023 of $1.55 per $100 of insurable payroll. This stability, however, may be short lived dueto the WSIB’s announcement of a 6.5% cost of living increase to people receiving in comereplacement, as well as, the 2% super indexing included in Bill 149, which both signal that rates are likely to increase in the future.

Prompt Payment in Force in Ontario

The Federal government officially launched their Prompt Payment for Construction Work Act on December 12th, 2023. According to the act, the federal government must make payments within 28 calendar days of receiving a proper invoice from a contractor. Contractor’s then have seven days to pay subcontractors, and they subsequently have an additional seven days to pay their sub-subcontractors. The act, passed in June 2019 with regulations posted in February, has no grandfathering for older contracts, however existing construction contracts must comply with the act within one year, starting from December 9,2023.

MCAA Pre-IPM Course Discount!

We are happy to announce that MCA Ontario will be partnering with MCA American againt his year to offer their Preparatory Institute for Project Management course. The Pre-IPM is an online program designed to provide a strong foundation in mechanical project management education. The 90-minute sessions are taught by contractor-instructors and provide an introductory education in everything from planning to scheduling, and from cost control to time management.

The usual cost of this course is $2500 USD for non-members; however, we are able to offer this course for MCAA’s member cost of $1,025 USD. Ontario Training Indigenous People for In-Demand Jobs

The Ontario government is supporting Indigenous people across Northern Ontario by investing $7.3 million in eight innovative training projects. These initiatives seek to help address the 17,000 job vacancies in the region by equipping 1,700 participants with the necessary skills for fulfilling careers within their communities, focusing on vital sectors such as mining, logging, construction, healthcare, and tourism.

2024 Inflation and Interest rate projections

Inflation

Inflation continued its overall downward trend through 2023 with rates falling from 6.3% in December of 2022 to 3.1% in November of 2023. This trend is anticipated to stabilize through the middle of 2024 with the possibility of further declines predicted towards theyear’s end.

Interest Rates

The bank of Canada has maintained its benchmark interest rates at 5% over the last four announcements. This consistency, however, is not expected to last as analysts predict an increase in rates during the second quarter of 2024, followed by a projected decline inthe last two quarters of the year.

On November 17th, 2023, the TSSA launched its new website to help facilitate seamless customer interaction. The choice to modernize their website comes from extensive research performed via surveys of both internal and external stakeholders and included walkthroughs at various stages of planning and development. The new website will make it easier to access information and services through a more customer friendly design, structure, and content.

Ontario Helping Students Start Careers in the Trades

The Ontario Government is committing over $62.9 million to boost two foundational skilled trades programs benefitting more than 18,000 young individuals as they explore and prepare for lifelong careers. Focused on meeting the demand for skilled workers in construction and infrastructure projects, the funding will support the training of an estimated 100,000 skilled workers required by 2031. The investment includes $21.1 million for the expansion of the Ontario Youth Apprenticeship Program (OYAP), enabling students to gain exposure to trades while completing their diplomas. Additionally, $41.8 million will launch approximately 100 pre-apprenticeship training projects, providing hands-on experience in high-demand trades.

Deadline set for CBTU's in the Trades Apprenticeship Program

Canada’s Building Trades Unions (BCTU) have set the deadline for their In The Trades apprenticeship program for February 1st, 2024. Through this program, applicants canreceive up to $5,000 for new first-year apprentices and $10,000 for onboarding equity deserving apprentices.

The Canadian Government has recently enhanced the Small Business Financing Program, which is designed to make it easier for small business to obtain loans from financial institutions. The WSIAT is Updating it's Pre-Hearing Process

Starting November 6th, 2023, the Workers' Safety and Insurance Appeals Tribunal (WSIAT) is implementing a new pre-hearing process. The aim of this new process is to enhance efficiency, sustainability, and timely adjudication across the board. Notable changes designed to streamline the appeals process include:

Navigation services for self-represented parties.
Elimination of certain notice periods.
Revised disclosure period.
More efficient process for handling abandoned appeals.
Revised notice of appeal form.
New “Hearing Ready” and “Not Ready for Hearing” forms.

The WSIAT will be holding information sessions on the new process in the fall and we have provided links to their new workflow diagram and information sheet for your convenience.

Unprescendented WSIB Payment Error

The WSIB is attempting to rectify an unprecedented error that resulted in many claimants being underpaid over the past 20 years. Between January 1998 and December 2017, their payment system did not always adjust earnings correctly. This miscalculation only affected roughly two percent of claims during this period but the amount of moneythat workers have been short changed totals $42 million. The average miscalculation amounts to under $70 but in extreme situations could total as much as $40,000. The WSIB has recently sent out letters to the affected workers, who once they sign into the WSIB portal and confirm their identity, will receive their back payment within six weeks.

New IHSA Sanitary Washroom Regulations

Due to a combination of Covid 19 and outdated policies, the IHSA has created new on-site hygiene regulations for the entire construction industry. By maintaining proper hygiene procedures and facilities you can help to prevent the spread of infectious diseases onthe worksite. This can be very difficult, often forcing workers to have to deal with unsanitary toilets and cleaning facilities. The new regulations, designed to address these issues, came into effect July 1st, 2023, and will be required under Ontario health and safety laws.

Ontario Investing in Free Training for Women and Young People

The Ontario government has committed $3.6 million in funding to back three groundbreaking initiatives. Spearheaded by the Provincial Building and Construction Trades Council of Ontario (PBCTCO), these initiatives aimto assist more than 2,200 women and young individuals prepare for a rewarding and high paying career in theconstruction trades. The free program will focus on enhancing female representation within the sector, delivering accessible online training resources and employment opportunities to job seekers, and giving grade 12 students animmersive glimpse into the construction industry.

Minister McNaughton's Sudden Departure

Ontario Minister of Labour Monte McNaughton has left the Progressive Conservative caucus. McNaughton released a statement in late September stepping down from his duties and resigning within a week. In his statement, McNaughton said that “he’s exiting politics to take a job in the private sector” and that his decision was completely unrelated to the recent greenbelt development events.

Former environment minister David Piccini has been chosen as McNaughton’s replacement and we look forward to forging a new relationship with him soon!

This initiative aims to tackle the rising number of accidental overdoses caused by recreational drugs laced with deadly opioids such as fentanyl and carfentanil. BuildForce Construction Career Pathways

BuildForce has introduced the Construction Career Pathways program, an initiative designed to bridge the gap between job seekers seeking entry-level construction opportunities and companies eagerly hiring new talent in anticipation of the upcoming busy work season. The program is a collaboration with the Government of Canada allowing Build Force to offer employers wage-subsidy incentives of up to $2,400 per worker.

Richard McKeagan Scholarship Accepting Applicants

We are thrilled to share exciting news about the Richard McKeagan Scholarship Series, a collaborative initiativeby the Construction Education Council and MCA Canada Associate Members. MCA Hamilton/Niagara Eva Rothwell Community Center

The MCA Hamilton/Niagara and UA Local 67 have been working with the Eva Rothwell center to renovate their art room and better serve the community. In just over one day, members piled into the art room to demolish, clean, and install a brand-new dual sink, including all new plumbing.

The story doesn’t end there! They also donated thousands of dollars restock the organization’s emergency foodpantry, including everything from soap and dental hygiene products to non-perishable food items like pasta andsoup. Read more about it here!

The MCAO Wants to Hear from You!

Our new operations manager Dylan Knight has been diligently working on a complete survey of the MCAO’s membership since beginning in his position. Through this survey, we hope to learn more about the needs of our members and how we can help you grow your companies.

Your local Zone Managers will begin reaching out to each of our members individually after the summer Board of Directors meeting in August to ask you a few short questions. These questions are designed to provide the MCO with a better understanding of the issues and challenges that you face on a regular basis. With this information, we will be able to better direct resources to help you overcome them and grow your businesses.

2022 - 2025 Collective Agreement

The Collective Agreement is now accessible on our website.

Just a reminder, the effective payroll change over date shall be the closest Sunday to the Wage Schedule effective date.

April 30th was the start date of the traditional "May 1st" increase for all UA members in the province. This was intentionally added to the Collective Agreement in the last round of bargaining to align the May 1st increase effective date with most companies' start of their payroll week, therebye liminating the need to do two labour rates for each member during the same payroll week.

9-8-8 number for mental health andsuicide prevention

A new three-digit number, 9-8-8, will be implemented on November 30th, 2023 for mental health and suicide prevention services. You will be able to call or text 9-8-8 from anywhere in Canada for free. You will be directed to the appropriate mental health crisis or suicide prevention service in your area.

Until November 30, anyone, anywhere in Canada can call 1-833-456-4566 or text 741741.

TSSA Fee Changes
TSSA has implemented a 4% fee increase in the following two Boilers & Pressure and FuelsSafety effective May 1, 2023.

Effective May 1, 2022 - April 30, 2023 -$137.00

Effective May 1, 2023 -$ 142.50

MCA Ontario’s Standard Provincial Welding Procedures Program

The program currently includes 19 welding procedures. MCA Ontario covers all costs for tests in relation to MCAO’s Standard Provincial Carbon Steel Procedure(MCAO F3F4-07 ) (ie TSSA Fee, Test Facility & Materials Fees; Welder’s time incompleting the Test).

Student Chapter Competition

Congratulations to McMaster who once again this year placed in the top four of all the schools in North American that competed in the MCAA Student Chapter Competition.While they didn’t end up winning for the second year in a row, placing in the top and being invited to attend the conference and present their project in front of a large audience is a significant accomplishment in and of itself. Well done!!!

CBTU's In The Trades Apprenticeship Program

Upcoming Training

Great news! MCAO is expanding our reach to assist member companies with training beyond that which only TSSA provides. During our AGM and conference at the end of April we had great dialogue with the MCAA President and CEO and are pleased to announce that we have been invited to register members for their virtual PIPM course. We expect this to be the first of many courses available through MCAA. Further, MCA Toronto has invited MCAO members to attend their courses as well and we’re looking at others as well.

Apprenticeship Grants

Year one of the program is over; however, year two allows businesses to apply for another apprenticeship grant. You can enroll/apply for another new apprentice between April 1, 2023 – March 31, 2024.

MCAO’s new Operations Manager

We are excited to announce that our office is growing. We are looking to add a member to our team who’s principle focus will be on membership engagement and the pursuit ofopportunities where MCAO can bring value to our members. Over the course of the last two months we have worked through over a hundred applicants, conducted phone interviews with those that stood out and interviewed five.

Mr. Dylan Knight was offered the position this week and pending the positive outcome offinal administrative items will be offered the job, starting on May 23. Expect to hear from him directly within a month. His first major task will be to reach out to each company that resides within a Zone that isn’t already supported with a full-time manager.

2022-2025 Collective Agreement

The final version is complete and we are just waiting on feedback from the UA before goingto print. We are aiming to have the distribution of hard copies to Zone offices by mid-February. Our goal is also to have the electronic version accessible on our website https://www.mcao.org/collective-agreement as of the end of January.

Pension Contributions for retirees

We have been working with the UA to respond to the CRA amendment to the Income TaxAct that prohibits pension contributions on behalf of a member to a Specified Multi-Employer Pension Plan (SMEP) after the end of the year the member attains 71 years of age and to a defined benefit provision of a SMEP if the member is receiving a pension from theplan. As this is time sensitive we expect to distribute a letter to all members in the next fewdays that outlines the way ahead. As always, do not hesitate to contact your Zone office orthe MCAO office if you have any questions or concerns.

Apprenticeship Grants $5,000 or $10,000

MCA Ontario would like to encourage Members to apply for the financial incentive of$5,000 or $10,000 for businesses that hire, onboard, train, and retain skilled 1st-year apprentices Apprentices.

Year one of the program is over on March 31, 2023. Don’t delay - act now to receive your rebate for June 2022 - March 31, 2023; you will be eligible to enroll another new apprentice in year two of the program, which is April 1, 2023 - March 31, 2024.

Workplace Naxolone Program

Effective June 1, access to naxolone kits and trained staff in their use will be mandatory in workplaces assessed to be at risk of a worker opioid overdose. As stipulated in the Occupational Health and Safety (OHSA) Act the provision of naxolone kits is mandatory when an employer becomes aware, or ought reasonably to be aware, of the following scenarios:

If any of the three conditions above, apply the Canadian Red Cross and St. JohnAmbulance offer naxolone kits and training.

Please note that the OHSA does not specify the number of workers that must be trained and Employers are not required to use a third party to provide the training.

Have you hired a first year apprentice recently, if so did you apply for the financial incentive of $5,000 or $10,000?. This is a federally

funded program administered by Canada’s Building Trades Unions (CBTU) that provides financial incentives and training support for unionized small and medium-sized contractors.

It’s easier than you think. Here are two options to proceed:

Ontario Pipe Trades

Training Opportunities

Great news, TSSA safety inspectors reached a tentative agreement, thus ending their strike. The MCAO office can now reach out to our TSSA reps to recommence the planning of acouple courses we had engaged with them on prior to the strike. We are currently looking into organizing a ASME B31.1 Power Piping Seminar & a ASME B31.3 Process Piping Seminar.

Ministry of Labour, Immigration, Training and Skills Development

The MCAO President and Managing Director recently met with Minister McNaughton. Among a number of notable agenda items were the labour shortage, the backlog inapprentice training, and the new Skilled Trades Ontario organization. It was an insightful meeting that opened doors for future MCAO interaction at the provincial level in both theshort and mid-term. The Minister invited the MCAO Board to meet with him later this year and asked that we continue to insert opportunities for discussions such as this in his calendar moving forward. Truly time well spent!

Hurricane Fiona Relief Fund

Hurricane Fiona made landfall in the eastern provinces a day before MCAO attendees began to arrive in Halifax for the MCAC Conference. Conference attendees were among hospitality staff throughout the week who were directly effected by the hurricane. In true character of our Industry, the Mechanical Contractors Association of Canada, its provincial partners and some MCAO Zones stepped forward to donate more than $100,000 toHurricane Fiona Relief through the Canadian Red Cross. The announcement made prior to one of the evening meals created a sense of pride throughout and was an excellent testament to our commitment to fellow Canadians in a time of need.

A Message from our President

Already a week into July it's difficult to believe that the AGM we first started speaking abou tlast summer is now just over a month away. I could add numerous analogies that span the entire four-year period I served as the President of our Association. Every day was full but at the end of each week, I could confidently say that our Association and the Industry writ large were getting better.

Looking ahead I eagerly await our AGM. It will be a great opportunity to finally get together in-person. These always offer an excellent venue to discuss topical issues and to set future goals. I encourage those who cannot attend to raise any concerns to the MCAO office so they can be addressed prior to or added to the agenda of that week. Our potential is unbounded, and time is on our side to get it right. Every member has a role to play and an equal vote. Use yours for the benefit of our industry and our members.

A Day on the Hill

In May the Mechanical Contractors Association of Canada (MCA Canada) and the Canadian Institute of Plumbing (CIPH) co-hosted their annual ‘Day on the Hill’. The COVID pandemic put a pause on this activity for nearly three years so it was great to bring participants from all across Canada to this three day event. Leading up to the meeting there was group meetings to prepare for the day with MPs and Senators.

The ‘Day on theHill’ was bounded by key MCA Canada meetings, joint MCAC & CIPH activities and discussions focused on national issues such as price volatility and supply chain issues. While collective bargaining conflicted with these dates, MCA Ontario was still able to have representation. Feedback from them was that it was an excellent event that opened several doors for discussion with a federal political leaders; conversations that have already led to subsequent engagement by MCA Canada and others for the benefit of our industry.

If you are not attending your voice can still be heard. If you have any concerns about our industry, anticipated challenges, where we are heading, areas where MCA Ontario can be of assistance to your company etc. send them to the MCAO office. They could become an agenda item for our Annual General Meeting or the Board of Directors meeting. They could also be a point of discussion throughout the week as Board members, members of our community and invited guests intermingle.

Social Media Campaign

Our presence on social media continues to grow and there are plans for much much more, including TikTok! Look for the Ontario Pipe Trades brand on Instagram and Facebook. It is highly visible in print and our voices have been on radio. Sofar our footprint has covered Southwestern Ontario, it is now into Ottawa and will grow to include Thunder Bay and Toronto in the next couple months. In southwestern Ontario alone we estimate that our message has reached almost 700,000 through the listeners of radio, readers of news be it in print or on-line and of course social media.

Quick hits....

MCA Ontario is committed to publishing our new Collective Agreement in record time. While we won’t rush to failure, let there be no doubt that it will come this year. Our goal in fact is to have it out before the fall.
We are looking into the provision of training, from in-situ or on-line courses to an Emerging ProfessionalsConference. Plans are in the works!
We have begun initial planning for the 2023 MCAO AGM. Where and when needs to be presented and approved atthe AGM but it’s probably safe to think April and ….

2022 MCA Ontario Annual General Meeting
Ottawa, our Nation’s capital, you won’t want to miss this.

It is truly time to get back together, to reacquaint with friends you may not have seen in years and to meet new members from across the province. Our schedule is designed with this in mind. We’ll start the conference off on a lighthearted note and move from there to a day on the golf course or at the spa. It also includes front row tickets to the famous Lac Leamy fireworks and an option for high tea at the Chateau Laurier.

For those unable to attend you will be able to participate in the AGM through Zoom, but it won’t be the same. The Lord Elgin, a premier hotel, right in the heart of downtown Ottawa, is hosting us, and we have almost two full days of events/activities planned off-site.

After two years of restrictions, we hope you will join us August 16 - 19 for this phenomenal week! Registration will open on our website starting 20 April.

Provincial Bargaining

Just the Facts!

With local negotiations concluded in almost every zone, provincial level discussions began on 6 April. The first step was the exchange of proposals followed by dialogue back and forth on the 7th. The schedule has been set to allow for a deeper review the week following and a return together on 19 April. The next two weeks after that have been designated exclusively for negotiations and we are committed to reaching an agreement in advance of the 1 May deadline.

Meeting with The Honourable Monte McNaughton

MCAO leadership met with the Minister of Labour, Training and Skills Development on 5 April. He highlighted recent accomplishments within our industry and referred to his goals and forthcoming announcements. This was followed by an excellent period of Q&A. It was a valuable time together and Minister McNaughton asked that we meet again in the fall.

MCAA's Annual Student Chapter Competition Project

The Mechanical Contractors Association of America (MCAA) have an annual competition where schools are invited to submit a bid on a mechanical project on behalf of a fictious company they create. McMaster University’s 90 page proposal was one of the top four and as a result they were invited to attend the MCAA annual convention. During this week, the four finalists present their plan to a panel, from which the winner was determined. McMaster won and took home the first place prize of $10,000 USD.

A Message from MCAO President – Serge Robert

A quick scan of our province offers a glimpse of challenges, pressures, growth opportunities to name a few and how they differ between and even within our zones. By expanding ones view, it becomes apparent that the geographical size, number of contractors and workforce hours of some zones alone exceed that of other provinces. These characteristics highlight the importance of communication. This newsletter is intended to provide topical information to members in responding to the myriad of challenges faced on a daily basis. Effective communication is two-way so while first and foremost I hope you find the information provided of value, I encourage you to be active at your zone level and to challenge our provincial office to include other topics in future editions. It is after all intended for your benefit.

Upcoming 2022 Negotiations

Dates for local talks have been set for 15 December 2021 to 15 March 2022. Discussions in the New Year will initially focus on establishing the first date for the provincial bargaining to begin. We are confident that we will be able to work with the UA to arrive at a solution that will benefit the industry, contractors and technicians well into the future.

Thanks to all the zones for submitting your list of anticipated discussion topics. MCAO will work over the next few weeks to compile these and develop a reference document for everyone involved in negotiations.

Beginning in January we expect to have a Facebook and Instagram account under the channel Ontario Pipe Trades.
